Level 4 Diploma in Regulated Financial Planning

It can be difficult to decidewhether you should be looking to achieve the Chartered Insurance Institute (CII) Regulated Diploma in Financial Planning or go down another route. In 2020 Lowes Financial Academycompleted extensive research with various employers within the financial services sector, to determine which professional body was the most appropriate for professionals within this sector. It was apparent that the qualifications provided by the CII was the most respected and suitable. Employers felt that this qualification better equipped new advisers, giving them a wider range of in-depth knowledge to better serve the client. The CIIRQF (Regulated Qualifications Framework) Level 4 Diploma in Regulated Financial Planning meets the Financial Conduct Authority’s qualification requirements for anyone advising on retail investment products as it helps develop core technical knowledge and financial planning capabilities. The Diploma in Regulated Financial Planning is appropriate for individuals who would like to become advisers, paraplanners, technical consultants, and for those in financial planning support roles. It is particularly suitable for anyone seeking to give retail investment advice. The Diploma comprises six core units, providing 100 CII credits on successful completion. These credits can be used towards further CII qualifications.

R01: ‘Financial Services, Regulation and Ethics’ (20 Credits) The CII’s R01 exam, ‘ Financial Services, Regulation and Ethics’ , forms part of the Diploma in Regulated Financial Planning and upon successful completion will give you 20 credits at diploma level. R01 is usually the first exam learners will sit in order to progress in their career within the financial services industry. This means people who are new to the industry are faced with some confusing terminology that can be difficult to relate to. The R01 exam can be put towards a Level 3 Certificate in Financial Services. This route develops knowledge and an understanding of the sector, key customer needs, solutions and products, and how individuals and organisations work within a regulatory and legislative environment.

R02: ‘Investment Principles and Risk’ (20 Credits) The CII’s R02 exam, ‘ Investment Principles and Risk ’ forms part of the Diploma in Regulated Financial Planning and upon successful completion will give you 20 credits at diploma level. Passing the R02 exam isn’t just about having the necessary knowledge and understanding- it’s about being able to apply that knowledge. There are a substantial amount of calculations to remember for the R02 exam, with some of them being quite complex. Again, it is not just about being able to carry out the calculation but also being able to understand what your answer is telling you. The R02 course is suitable for anyone wanting to gain the full CII Level 4 Diploma in Regulated Financial Planning, but would be particularly beneficial for also Paraplanners, Technical Consultants, and those working in financial planning support roles.

With the R02 syllabus areas, Learning Outcomes one and six represent half of the available marks between them, with the other half of the marks split between the other seven areas. This will mean more time needs to be spent on these areas- however, these areas will assist in developing a strong understanding of some of the principles that will appear in other areas).

The exam is for 2 hours and made up of 100 multiple response questions, which require you to select more than one answer. The question will not specify how many answers you need to select, making these quite tricky! R02 has a current pass mark of 65%. R02: The Exam

R03: Learning Outcomes

R03 Course: Personal Taxation

The objective of this unit is to develop knowledge and understanding of the UK taxation system, and the ability to analyse the taxation treatment of individuals and trusts during the investment advice process. It does this by splitting the learning over 4 learning outcomes:

R03: ‘Personal Taxation’ (10 Credits) The CII’s R03 exam, ‘ Personal Taxation ’ forms part of the Diploma in Regulated Financial Planning and upon successful completion will give you 10 credits at diploma level. As noted on the facing page, there are 4 learning outcomes for the R03 exam, with different weight and emphasis applied to each. However, since the learning outcomes are extremely broad- it is difficult to identify the what will be included in the content of the exam. The R03 course is suitable for anyone wanting to gain the full CII Level 4 Diploma in Regulated Financial Planning, but would be particularly beneficial for also Paraplanners, Technical Consultants, and those working in financial planning support roles.

As mentioned, this is one of the more difficult subjects to ‘question spot’ for- since there are only four syllabus areas and they are so broad. For example, it is not possible to tell how many questions there will be on Capital Gains Tax versus Inheritance Tax so a good level of understanding of all the major taxes will be required.

R03: The Exam

Don’t let the fact that this is only a 1 hour exam worth 10 credits fool you into thinking it will be easy! There are many complex elements to the UK tax system and this is an exam that even the most confident individuals can struggle with. The exam is a 1 hour exam, made up of 50 questions; 39 questions are single response questions and 11 are multiple response questions, which require you to select more than one answer. The question will not specify how many answers you need to select, making these quite tricky! The R03 exam has a current pass mark of 65%.
